Msgr. Joseph G. Quinn, inside left, was presented with a proclamation for his role as the Founding Chairman of the Lackawanna Heritage Valley (LHV). In 1991, Msgr. Quinn was the task force leader of 400 residents that established the organization designed to preserve and promote the area’s history, cultural heritage and natural resources.
Now, 25 years later, the LHV is a major component in our community’s cultural and community development landscapes.
